This matter has been going around for many years now, and I think has been one
of Sheila Copps' pet projects since she became the Heritage Minister.

In the winter of 1994 (I think) the arts lobby org the Canadain Conference for
the Arts' Keith Kelly went across the country trying to explain the tax to
artists and how it would benifit everyone. Frank Koustrup, on behalf of the
CEC, was there and he asked the questions which are being discussed here.
Keith's reply was that in the long run, even the little guy/gal will do better
as, it was assumed, the pirates will now subsidize creation.

One of the questions which needs to be examined in the new tax is whether
artists will be able to write-off the tax. I realize that this is small
consolation to those whose earnings are really low and who wont re-coup the
missing x dollars no matter what, but there could still be ways to work with
the tax. It remains to be seen.
