Like Denis says, if it's not for real time all audio editors do it (some
under the normalize section, like Audacity)
Audacity is a wonderful freebie audio editor for PC and mac - can be
in general sourceforge.net is a very interesting resource full of some
high quality and unique freebies - mostly in their experimental stages.
