The current (June 2004) issue of Linux Journal has an overview of
various soundfile editting programs, at least some of which meet the
above specifications (and all of which are free). The overview isn't
entirely complete (it's missing at least one of my personal favorite
soundfile editors), but it covers a good sampling of the available
software, and is worth checking out.
