In some cases, yes, and it makes a lot of difference. David Lynch did sound
design for his film _Lost Highway_, quite effectively using very soft voices
and a much wider than usual dynamic range to great effect--draws you in real
close for that sonic pie in the face. Also look back to some of Dziga
Vertov's work, esp. _Enthusiasm: Symphony of the Donbas_. I'm sure there are
many other examples. I haven't seen TLOTR, so can't comment on that film.
