Yes, as for the instrumentalization aspect (children are easier to
manipulate), no, as far as the context of the current discussion is
concerned (violence in modern Western society youths, I guess) ; btw, as
to death rate WWII did yield 27 million soldiers vs. 25 million
civilians ... (and not simply the violent ones ...).

Well, as for Germany it ended with an armistice and a provisional status
rather than a real peace treaty, however resting occupied by the
"allies" up to 1990 ; the situation's having successively been relaxed
by a number of European and international contracts in the course of the
time, though, to finally (about) resolve itself with the end of the
Soviet Union. Formally, WWII (that actually has been a "world-wide" one
only between 1941-45) can be limited to this very (i.e., 1939-45), as
well as, in a sense, a pre(paratory)- (>1933) and post-war period
(<1955) ; I wouldn't include the whole (manicheistic) "cold-war"
situation in it, though.
Fact is that the European Union today is a peaceful community (as it
will stay even with some political, "imperialistic" ambition), and even
the recent Balkan war hasn't been able to cause another WW, as has been
the case in 1914 ...; instead, expansion will happen in a purely
politico-economical way and by diplomatic negotiation rather than by
force, while the respective conflicts around the world, to a great
extent, will stay on a local basis (even though with international
support/appeasement).

Well, the instrumentalization of art/music for ideological reasons is
yet another discussion ...
