Hello cecdiscussers,

1)Jose Manuel has posted many of the nice words that preceed, foreword or
introduce those organizations or institutions such as the UNESCO, the IMC,
the CIME/ICEM, etc.
I think it's much more important to see the REALITY of them, how much of
those nice words are respected (or not)...
Certainly the CIME is far off from all that they self-proclaim to be.

2)During this weekend I was re-reading a back issue of Contact! of 1994,
which has several letters by outstanding members of the ea/cm community
(Folkmar Hein, Daniel Leduc, etc.), all of them complaining against the
CIME/ICEM.
Although there are differencies about what they complain against the
CIME/ICEM there is one feature in common for all complaint letters: the LACK
OF DEMOCRACY in the CIME/ICEM.

3)Probably the most accurate example (worldwide well-known, by the way) of a
non-democratic national federation that is member of the CIME/ICEM is the
Argentinian national federation (FArME). The FArME is a national federation
that:
   A)NEVER held elections since its inception (15 years ago), i.e., it has
the same President and VicePresident since then...
   B)the FArME is member of the CIME/ICEM since its inception :-) i.e., 15
years ago
   C)through its President and Vice-President keeps a list of
Argentina-residents ea/cm composers in its "black books" so those
composers never or hardly ever can win a prize in the Bourges International
Electroacosutic Music Competition. Some of the composers
included in that discriminatory list are: Alejandro Iglesias-Rossi, Ricardo
Dal Farra and
me.
This brings us to another serious problem related to the CIME/ICEM: the
Bourges International Electroacoustic Music Competition is a CORRUPTED
competition. Argentina is not the only country affected by this situation,
of course.

4)In my view, the main flaw of the NICE is its orientation, that should go
beyond Europe. The American continent has the 2 biggest -and among the most
active- (supra)national ea/cm associations: the SEAMUS and the CEC.

5)In the meanwhile this discussion has been developed through CECDISCUSS, I
got in touch with Mr. Guy Huot, who works in the IMC of the UNESCO. He
expressed that from the 1996 edition on, the IREM will be called together
with the NICE G.A. The main reason for having replaced the CIME/ICEM by the
NICE is the cronical lack of democracy inside the CIME/ICEM.

6)Some time ago before this, I was discussing with Jose Manuel about the
lack of the democracy in the CIME, the problems with the Bourges
Electroacoustic Competition, the nasty reality of the Argentinian
Federation, etc.
Without any doubt, Jose Manuel Berenguer is one of the very few democratic
people in the CIME/ICEM Board as well a very nice -with
lower case :-) person. I am very grateful to Jose Manuel Berenguer.
Unfortunately, I don't
foresee that his clear good intentions are going to come off well.
