I've found that Audacity has some bugs as far as exporting and
importing vis a vis sampling/bit rates are concerned. Sometimes
soundfiles are mislabeled within the program as 32 bit when they are
actually being read at another bit rate. Be sure that your
Preferences --> File Formats --> uncompressed export format
is correct, and don't trust/change the label on the track when you're
in the program. I've needed to use another program (preference;
Amadeus) for bit/sampling rate processing. At the least, change the
format by importing and exporting, and don't touch the sampling rate
drop down in Audacity. Do some experiments to figure out what it is
actually doing- I'm pretty sure it's a labeling problem that is
causing you to perform the wrong process.
